Programming / Needs Assessment

A Project Request requiring extensive studies may require funding, depending on the complexity, the need for consultant services, and the speed with which the information is needed.

Each project that proceeds through feasibility or programming will have a project champion that helps drive the project.  The assigned Project Manager is that champion.  Complex programming will be facilitated through the Office of Planning and Campus Development.

The resulting program document will be presented to Executive Leadership for further direction by ISS leadership.

A programming document, at a minimum, describes the scope of work, the estimated project cost to accomplish the work described and the proposed schedule or timeline to accomplish the work.

The scope of work includes a description of the need, justification, existing space conditions and utilization, project space needs in a space listing, description of space type and adjacency requirements, preferred location, special equipment to be included, IT requirements, and any specialized furnishings or finishes.

The project cost includes construction cost estimates, design fees, taxes and testing costs, equipment/furniture costs, ITS costs, OCP agency fees, any parking replacement costs and needed infrastructure.  This is an estimate of costs only.

The schedule will be the timeline for completing design, construction and occupancy.
